It's bounty hunting! My impression is yes, that would be harassment. Part of the reason you are unable to wardecc individual players is to prevent you from repeatedly going after an individual player who is trying to get away from you. Merely putting a bounty on his head will not remedy that.
I think it would depend on circumstances though. If you had a tough guy who continually boasted to everyone about his invincibility in high sec from gankers, and those gankers decided that they would repeatedly gank his incursion ship with nados until he accepted he was wrong, I don't think that would be counted as harassment. |

Someone REALLY needs to do something about the bot mining fleets.
3 bil would still be worth a fleet of nados. You could profit from it. The isk/hour for the task would probably be greatly in excess of anything achievable through running incursions too I bet, at least on average.
Yeah bots are really bad. I find ganking miners to be a bit boring myself, but I did give some isk to CODE and appreciate their efforts to spice things up a bit. |
